Studying with ETSU from Alabama
East Tennessee State University (ETSU) gives Alabama two different answers: its College of Nursing pages list the state as not yet determined, while its university consumer information pages say the nursing programs meet Alabama's requirements. Alabama's nursing board then adds a step of its own, a school filing it must receive before any clinical day in the state.

The College has reached no determination for Alabama in any nursing program, yet the university-wide tables mark every one as meeting Alabama's educational requirements. Alabama is one of 15 states split this way, and ETSU does not say which list governs. Treat the state as unsettled until the College of Nursing and the Alabama Board of Nursing have each confirmed your program before you enroll. The Alabama board's filing before out-of-state clinicals
Once you are admitted, ETSU weighs any graduate placement beyond Tennessee on its own facts and makes each one depend on sign-off from whichever regulators have a say. Alabama writes that sign-off into rule 610-X-3-.09: a school headquartered in another state owes the Alabama Board of Nursing (ABN) a letter of intent, with proof of its approval, a minimum of 15 days in advance of any clinical in Alabama.
The letter identifies you, your clinical supervisor and the facility, gives both license numbers, and carries a statement from the facility's nursing director. The school also owes the ABN an annual, non-refundable charge for out-of-state programs, and the board's FAQ for distance programs says no student attends an Alabama clinical until approval is granted and that charge is settled.
Faculty teaching in Alabama beyond 30 days a year need an Alabama or multistate license too; the wider picture is on clinicals outside Tennessee.
In Alabama a willing preceptor is not enough: the ABN needs the school's letter 15 days or more before you start.
Practice rules and where Alabama NP students look
The American Association of Nurse Practitioners (AANP) rates Alabama a reduced practice state. Alabama NPs keep a state-regulated collaborative agreement with a physician, and the nursing board shares their oversight with the medical examiners board. Physicians can precept ETSU NP students as well; the Preceptor Intent Form lists MD beside FNP and ANP among its credential examples.
Each of the four largest metros has a major system: UAB Medicine in Birmingham, Huntsville Hospital Health System, Baptist Health in Montgomery, and in Mobile both USA Health and Infirmary Health. They show where Alabama NP students search; none has an arrangement to host ETSU students, and any site you choose needs a contract with ETSU before day one.
Alabama's own preceptor tax credit, APTIP, rewards unpaid community preceptors in underserved rural areas through the statewide AHEC office, for Alabama-based programs only.
Your license for clinicals in Alabama
Post-licensure students, which the ABN's FAQ says includes RN to BSN, MSN and DNP students, must hold an Alabama RN license or a compact multistate license, valid and unencumbered, for any clinical experience in the state. Alabama implemented the compact on January 1, 2020, so if your home state is in the compact, its multistate license qualifies.
ETSU's catalog points the same way: an MSN student's unencumbered license can be Tennessee's or the training state's, and a DNP student's must come from Tennessee or a compact state. Alabama has not adopted the APRN Compact, which means your NP license after graduation is a separate, state-issued credential. Does ETSU's online MSN meet Alabama's requirements?
ETSU's own pages disagree. On the College of Nursing's MSN page, last updated in September 2025, Alabama is not yet determined, while the university consumer information page, with tables updated June 2025, says the MSN meets Alabama's requirements. Confirm with the College of Nursing and the Alabama Board of Nursing before you enroll.
Does the Tennessee Nurse Preceptor Incentive pay an Alabama preceptor for an ETSU student?
Do not plan on it. The incentive is written for Tennessee-licensed APRNs, and its neighboring-state clause covers students from Alabama schools logging Tennessee hours only. Nothing in it pays for an ETSU student's rotation inside Alabama. If your site sits on the Tennessee side of the line, read how the incentive works.
Can my Alabama preceptor claim Alabama's preceptor tax credit for precepting me?
Not for an ETSU rotation. APTIP, the Alabama Preceptor Tax Incentive Program, counts only rotations for programs physically based in Alabama, so a student from a Tennessee school does not qualify. The Alabama Department of Revenue lists the credit from the 2024 tax year until September 29, 2031.
Is ETSU's RN to BSN workable from Alabama?
The university BSN table says meets; the College of Nursing page says not yet determined. ETSU's RN to BSN page also warns that, because of state regulations, students living outside Tennessee might be sent to a Tennessee institution or agency for their clinical hours. LPN to BSN clinicals stay in Tennessee.
