ETSU nursing clinicals in Wisconsin
On paper, Wisconsin is settled for East Tennessee State University (ETSU) students: both disclosures say its programs meet requirements there. Wisconsin sets a firmer rule for schools from elsewhere, though: its Board of Nursing must approve them, graduate programs included, and anyone precepting you there must be able to practice in Wisconsin.

Approval first: Wisconsin's rule for outside schools
Wisconsin's form for out-of-state schools (DSPS 3067-OEE) cites administrative code N 1.06 and is blunt: a nursing school based elsewhere must hold the Wisconsin Board of Nursing's approval. It reaches practical nursing and RN education at every level, associate, bachelor's (post-licensure included) and graduate, and an approved school keeps its standing by filing a self-evaluation report.
Ask the graduate clinical coordinator whether ETSU holds that approval for your program, and ask at the start of your search. ETSU's rule for placements beyond Tennessee turns on the relevant regulators signing off, and in Wisconsin the Board is one of them.
A licensure disclosure and a clinical placement approval answer different questions. Confirm both before you commit to a Wisconsin site.

Preceptors, and Wisconsin's new APRN law
Whoever precepts you in Wisconsin needs standing to practice there, either a Wisconsin license or a privilege Wisconsin honors, and the same goes for any ETSU faculty member involved at the site. Titles shifted in September 2026. Under 2025 Wisconsin Act 17, DSPS now licenses four APRN roles (NP, CRNA, CNS, CNM) and has moved every APNP license over to the APRN license. Working without a collaborating physician is possible, but only through its own application and a Board decision.
AANP's map, which dates the new law's start, still shows Wisconsin as reduced practice because NPs there work in collaboration with a physician. From here on, expect APRN titles where preceptor records once said APNP, and put the Wisconsin license on the Intent Form, where ETSU's approval process begins.
Milwaukee to Appleton: where students look
Milwaukee-Waukesha is the largest metro, at around 1.6 million people, with Madison, Green Bay and Appleton behind it. UW Health, Aspirus Health and Froedtert ThedaCare Health are three systems to research; Ascension Wisconsin and Aurora Health Care (an Advocate Health system) are two more, each with its own student terms.
Wisconsin's place in the Nurse Licensure Compact goes back to January 2018, so your multistate RN license reaches Wisconsin sites; ETSU's rules on keeping it unencumbered are on the RN license page. Wisconsin has not enacted the APRN Compact.

Must Wisconsin approve ETSU before I train there?
Yes: under Wisconsin's rules a nursing school from another state needs its Board's approval, and the rule reaches graduate programs. Ask the graduate clinical coordinator whether ETSU's approval covers your program before you line up a site, since ETSU also reviews every placement outside Tennessee case by case.
Can a preceptor licensed only in Illinois supervise me in Wisconsin?
Only after gaining the right to practice in Wisconsin, by a Wisconsin license or a recognized privilege, because the state asks that of every preceptor for clinicals there. The Intent Form collects every license by state, so the gap would show up early.
How does Wisconsin's 2026 APRN law affect my preceptor?
Your preceptor's title may have changed: since September 2026, DSPS licenses NPs as APRNs and has converted the old APNP licenses. Practicing without a collaborating physician now takes a separate Board approval, and AANP's listing still shows Wisconsin as reduced practice.
Is ETSU's RN to BSN an option for a Wisconsin RN?
Wisconsin's approval requirement explicitly covers post-licensure bachelor's study, and ETSU notes that its RN to BSN students living beyond Tennessee might need to complete the practicum hours through a Tennessee institution or agency. Ask the College of Nursing how both apply before you enroll from Wisconsin.
