Studying ETSU nursing from Minnesota
East Tennessee State University (ETSU) answers the Minnesota question two ways: the College of Nursing has yet to decide on the state, while the university's consumer information tables say the MSN and DNP meet Minnesota's requirements. Minnesota law goes easy on RNs studying with schools elsewhere, yet some clinics set a higher bar of their own, and that gap shapes your search.

So the College has made no call on Minnesota, the university-wide tables have made a favorable one, and ETSU does not say which statement controls. Before you enroll, raise it with the College of Nursing and the Minnesota Board of Nursing, and file both written replies. Every state is compared on ETSU's licensure disclosures.
The student exemption in Minnesota law
Minnesota's board reviews the schools that operate inside its borders, and no extra filing for a Tennessee school turned up. Two provisions do the work instead. Section 148.271(6) of the statutes lifts the licensure requirement for a nurse who already holds an RN license from some other state and is in Minnesota because a higher-degree course calls for clinical work. Separately, rule 6305.0300 reads the student exemption broadly enough to include a school approved by its own home state, on one condition: whoever supervises as instructor must carry Minnesota RN licensure and a current registration.
For most ETSU graduate students that leaves Minnesota's paperwork light. ETSU's internal check does not go away, though: a rotation outside Tennessee still needs approval from the relevant regulators and an individual review once you are admitted; clinicals outside Tennessee has the detail.

Mayo Clinic and the site-level bar
Mayo Clinic makes the point clearly. Before an NP student starts there, Mayo expects the school to have signed an affiliation agreement with it, expects the student to hold a Minnesota nursing license that is unencumbered and currently registered, and expects a Minnesota Department of Human Services background study. It also wants the faculty of record licensed where the rotation happens.
Beyond Mayo, NP students here weigh Allina Health, M Health Fairview, HealthPartners and, up north, Essentia Health. The Twin Cities area, officially Minneapolis-St. Paul-Bloomington, is home to roughly 3.65 million Minnesota residents; Rochester, Duluth and St. Cloud trail. Treat each name as a lead to check, not a seat held for ETSU, and remember a signed ETSU contract comes before day one (clinical contracts).
Full practice after a collaborative start
AANP, the American Association of Nurse Practitioners, shows Minnesota as full practice, reached after a new NP completes a 2,080-hour collaborative period alongside a physician or another APRN. Past that stage, Minnesota NPs precept under their own license, and physicians remain an option because ETSU's Preceptor Intent Form names MD among its sample credentials.
The state's MERC fund (Medical Education and Research Costs) offsets part of a training site's teaching costs, pays no individual preceptor, and counts only programs located in Minnesota. A rotation for ETSU falls outside it.
Licensing without the compact
Minnesota stays out of the Nurse Licensure Compact (NLC), with no joining bill pending, and the APRN Compact has not passed there either. A Tennessee multistate license therefore stops at the state line. For the MSN, ETSU is satisfied by a clear RN license from either Tennessee or the state hosting your clinicals. The DNP is stricter, wanting Tennessee or compact licensure, which can leave a Minnesota DNP student holding two licenses. The RN license page explains the duty to report changes.

Questions ETSU students ask
Is ETSU's online MSN approved for Minnesota residents?
It depends which ETSU page you read. The College of Nursing MSN page, last updated September 2025, has Minnesota down as not yet determined, whereas ETSU's consumer information page for the MSN, with June 2025 tables, says the MSN meets Minnesota's requirements. Ask the College and the Minnesota board before enrolling, and keep their answers in writing.
Will I need Minnesota licensure for ETSU clinicals there?
Minnesota's statute spares a nurse licensed in another state from Minnesota licensure during a higher-degree course, and ETSU's MSN accepts either a Tennessee license or one from the clinical state. Individual sites may still insist: Mayo Clinic wants Minnesota licensure with current registration. Read the clinic's own requirements before leaning on the exemption.
Can a physician precept me in Minnesota for an ETSU NP course?
A physician can be proposed, since ETSU's Preceptor Intent Form gives MD next to FNP and ANP as credential examples. Your clinical faculty judge the fit with the course and its patient population, and the license and certification numbers on the form go to the Office of Student Services for verification.
What if I move to Minnesota during my ETSU program?
ETSU lets you continue only if Minnesota's board allows it, and the College and the records office both need to hear about the move. With the College still listing Minnesota as undetermined, raise the move before you sign a lease; moving during your program covers the timing.
