ETSU nursing from West Virginia
West Virginia lies close to the Appalachian region that East Tennessee State University (ETSU) serves, but nearness settles nothing. ETSU's College of Nursing has reached no determination on West Virginia, and the university's consumer information tables rule that the MSN and DNP do not meet its requirements. Check with the College and West Virginia's regulators before you apply, relocate or plan a rotation there.

West Virginia is one of the twelve states the university's June 2025 tables mark does not meet for both the MSN and the ETSU DNP. The College has made no finding, and only the BSN table says meets. Email the College of Nursing, naming your program and catalog year, and ask which finding applies; the state-by-state view is on ETSU's licensure disclosures.
Who oversees graduate clinicals in West Virginia
Two bodies are involved, and the West Virginia Board of Registered Nurses covers the smaller share. It regulates prelicensure programs only, so a prelicensure school from another state must apply for its approval before sending students into West Virginia hospitals and clinics. Graduate programs are sent elsewhere: to their own accrediting body and to the Higher Education Policy Commission, known as WVHEPC.
The commission's nursing education office names two situations in which a nonresident graduate or APRN program must obtain WVHEPC approval for rotations: the school lacks NC-SARA membership, or it places at least ten students at one site. NC-SARA lists ETSU as a Participant, yet ETSU still judges each placement outside Tennessee case by case; read clinicals outside Tennessee.
Practice rules and places NP students look
West Virginia sits in AANP's reduced practice group. An NP's prescribing runs under a physician collaboration agreement for an initial three-year stretch, and Schedule II narcotic orders stop at a three-day supply.
Charleston and Morgantown anchor metros of their own, while Huntington shares one with Ashland across the Kentucky and Ohio lines and Martinsburg shares one with Hagerstown, Maryland. NP students commonly look at Vandalia Health, which brings together CAMC, Mon Health and Davis Health, and at WVU Medicine and Marshall Health Network. They illustrate the market only; none is presented as taking ETSU students, nearness to Johnson City promises no placement, and every site needs an ETSU contract. Our research shows no state preceptor incentive in West Virginia.
Which RN license West Virginia expects
The answer turns on your home address. WVHEPC's rotation guide is simple: if you reside in West Virginia, your clinicals there run on a West Virginia RN license; if you reside anywhere else, bring a multistate license. West Virginia's Nurse Licensure Compact membership has been active since January 2018. For the second group, then, a Tennessee multistate license works, and it satisfies ETSU's DNP rule too.

Your first step is a question to West Virginia's regulators about the online program, since ETSU expects every applicant outside Tennessee to check with their board, and the does-not-meet finding bears on the West Virginia license you would hold afterward.
Enrolled in Tennessee and taking a job across the state line? You may continue only if West Virginia's board allows it, and ETSU needs formal notice of the move at the College and at the records office. The steps are laid out in moving during your program.

Is ETSU's online FNP approved for students living in West Virginia?
ETSU's own pages stop short of that. The College's MSN page, in its September 2025 version, leaves West Virginia undetermined; the university's consumer table from June 2025 marks it does not meet. Before applying, get the College's answer and West Virginia's in writing.
Does the WV RN Board approve ETSU graduate clinicals?
Not directly. That Board oversees prelicensure education and refers graduate programs to WVHEPC and to their accreditor. WVHEPC steps in when a school from elsewhere lacks NC-SARA membership or crowds a single site with ten students or more. ETSU holds NC-SARA Participant status, and its own case-by-case review still applies.
I live in West Virginia near the Tennessee line. Could my ETSU clinicals be in Tennessee instead?
Where you train does not change where you live, and ETSU's applicant and move rules follow your home state, so the West Virginia question stays open. For Tennessee rotations, a Tennessee-licensed APRN precepting an APRN student from an accredited Tennessee school may be eligible for the Tennessee Nurse Preceptor Incentive.
Does the ETSU-TTU joint DNP cover West Virginia?
ETSU has not determined West Virginia for the joint DNP on its July 2024 consumer information page, and the College's April 2026 DNP page agrees. Neither lists it as meeting requirements, so settle it with the College before choosing a joint DNP concentration with West Virginia clinicals.
