ETSU nursing from Pennsylvania: check first
East Tennessee State University (ETSU) has two licensure disclosures, and neither lists Pennsylvania as a state where its graduate nursing programs meet requirements. Its College of Nursing leaves the state undecided, while the university's consumer information tables go further and find the MSN and DNP short of Pennsylvania's standards. Get written answers from the College and the Pennsylvania board before you commit.

Both sources stop short of a yes, yet they differ. Not yet determined means no finding has been made; does not meet, in the June 2025 university tables, is a finding. Only the BSN table says meets. Ask the College which statement governs your program and catalog year, and compare states on ETSU's licensure disclosures.
Applying from Pennsylvania, or moving there while enrolled
Still weighing ETSU from a home near Scranton, Erie or Lancaster? ETSU wants anyone applying from outside Tennessee to get their own board's view of the online program first. The university tables are licensure disclosures, so a does-not-meet finding also bears on the Pennsylvania license you would seek after finishing.
Already enrolled and relocating? Continuing depends on the Pennsylvania board allowing it, and your new address must be reported to the College of Nursing as well as the records office. Staying in Tennessee but eyeing a rotation over the Pennsylvania line? That needs ETSU's case-by-case approval first. See moving during your program.
Pennsylvania's rule for nurses studying elsewhere
Our research found no Pennsylvania rule or board guidance requiring a school based in another state to win approval ahead of sending students; the board's distance education form serves programs it already approves. The provision that counts is 49 Pa. Code § 21.118. An RN licensed by another state who attends an accredited BSN or graduate nursing program may do that program's required clinical work without a Pennsylvania license, as long as nothing is paid beyond scholarships, stipends or program awards.
A paid RN job in Pennsylvania during school is different: it takes a Pennsylvania license by endorsement, with a temporary practice permit meanwhile. The board's education rulemaking now under final review leaves § 21.118 essentially intact. ETSU's own approval step still applies, as clinicals outside Tennessee explains.
Practice rules and where Pennsylvania NP students look
The American Association of Nurse Practitioners (AANP) classes Pennsylvania as reduced practice. Pennsylvania NPs keep a written physician agreement throughout their careers and must collaborate with at least two physicians to prescribe, so an NP preceptor teaches from inside that arrangement. Physicians can precept too; MD appears among the credential examples on the Preceptor Intent Form.
Greater Philadelphia holds over four million Pennsylvanians, followed by the Pittsburgh, Lehigh Valley and Harrisburg-Carlisle metros. NP students there often search practices within Geisinger, Penn State Health, Jefferson Health, UPMC or Penn Medicine. These names sketch the landscape; none has agreed to host ETSU students, and a contract with ETSU precedes any first shift. Pennsylvania runs no preceptor incentive that we could find.
Your RN license in Pennsylvania
Pennsylvania finished putting the Nurse Licensure Compact (NLC) into effect in July 2025. A clean multistate RN license, whether Tennessee or another member state issued it, is now valid in Pennsylvania, meeting both ETSU's MSN license rule and the DNP's call for a Tennessee or compact-state license. The APRN Compact has not passed in Pennsylvania. ETSU's duty to report any license problem is on the RN license rules.

Questions ETSU students ask
Can I enroll in ETSU's online FNP program while living in Pennsylvania?
ETSU's pages give no yes. The College's MSN page (September 2025) has Pennsylvania undecided, and the June 2025 consumer information table goes further, marking the MSN short of Pennsylvania's requirements. Write to the College and to the board in Harrisburg, and keep both answers, before you apply.
Is a Pennsylvania license required for unpaid ETSU clinicals in the state?
Usually not. A multistate compact license has covered Pennsylvania practice since mid-2025, and § 21.118 separately allows unpaid clinical training by RNs licensed in other states who attend accredited graduate programs. Only a paid Pennsylvania nursing job during school calls for a license by endorsement.
Does the ETSU-TTU joint DNP list Pennsylvania?
Not as meeting requirements. Pennsylvania is undetermined both on the joint program's consumer information page (July 2024) and on the College's DNP page (April 2026). Ask the College before counting on Pennsylvania clinicals in any concentration of the joint DNP.
Could an ETSU RN to BSN student in Pennsylvania finish the practicum locally?
Possibly. The university BSN table lists Pennsylvania as meeting requirements, while the College page has no determination yet. ETSU's RN to BSN page adds a caveat: learners outside Tennessee may have to earn their clinical hours through a Tennessee agency, so ask how NRSE 4026 would work for you.
