ETSU nursing students in Texas
Texas polices out-of-state pre-licensure programs closely and leaves graduate programs largely to national accreditation, a split that matters for an East Tennessee State University (ETSU) MSN or DNP student. ETSU itself answers the Texas question twice: undecided on the College of Nursing's pages, meets on the university's consumer information pages.

The College of Nursing has not decided Texas for any program, and the university has declared all three graduate programs it lists compliant. ETSU does not reconcile the two, so before you enroll, ask the College and the Texas Board of Nursing about your program and catalog year. The fifty-state view is on ETSU's licensure disclosures.
Where the Texas BON's approval stops
The Texas Board of Nursing makes out-of-state schools earn its approval before a single Texas clinical day, SARA membership notwithstanding. The path is long: clearance or exemption from the Higher Education Coordinating Board or the Workforce Commission comes first, a first-time NCLEX pass rate of 80 percent or better is expected, the application goes in four months or more before clinicals, and a fee applies. Programs that finish the process appear on a public BON list, and their students are exempt from the Nursing Practice Act.
Every piece of that is aimed at pre-licensure vocational and RN programs, entry-level master's programs included. The BON's out-of-state rules leave the RN to BSN and graduate APRN tracks alone, so the approval an ETSU graduate student plans around is ETSU's own case-by-case review, described in clinicals outside Tennessee.
Who can precept an APRN student in Texas
Texas's standards for APRN education, 22 TAC 219.10, accept as preceptors licensed APRNs and other currently licensed health professionals able to teach and supervise. They also call for written agreements linking program, preceptor and agency, and generally hold faculty to six students per clinical course. Strictly, that chapter binds APRN programs asking the Texas BON to approve them, which nationally accredited schools do not need, yet it still shows how Texas thinks about precepting.
AANP places Texas in its restricted group: Texas NPs work under a physician's delegation and supervision, keep written protocols with that physician for as long as they practice, and face setting-based Schedule II limits. A physician can be a strong candidate as well; MD is one of the sample credentials printed on ETSU's Intent Form. The MSN FNP and PMHNP each carry 540 clinical hours in ETSU's plans of study, so confirm your catalog year and sketch how many Texas preceptors those hours could take.
Dallas, Houston, San Antonio and Austin
Roughly 8.5 million people live in the Dallas-Fort Worth area and 7.9 million in greater Houston, while the San Antonio and Austin metros each pass 2.6 million. North Texas students look at Texas Health Resources, Baylor Scott & White Health and UT Southwestern Medical Center; Houston students, Houston Methodist; San Antonio students, University Health. They are listed only to show the market, and any of them would need a signed ETSU contract before a first shift (clinical contracts).
Texas incentives stay with Texas schools. A preceptor tuition benefit exists, but only for Texas-resident RNs who teach in public programs preparing students for a first license. The Statewide Preceptorship Program serves medical students, and the state's Nursing Shortage Reduction Program sends its grants to Texas schools rather than preceptors.

Questions ETSU students ask
Is ETSU's online FNP approved for students in Texas?
ETSU's two disclosures differ. The consumer information MSN page, with tables updated in June 2025, says the MSN meets Texas requirements, while the College of Nursing's own MSN page, updated in September 2025, lists Texas as not yet determined. Check with the College of Nursing and the Texas Board of Nursing before you enroll.
Does ETSU need Texas BON approval for my NP clinicals?
The BON's out-of-state approval process covers pre-licensure programs, and it leaves graduate APRN and RN to BSN programs alone. ETSU still makes its own case-by-case decision about any graduate clinical beyond Tennessee, so confirm with the College before you commit to a Texas site.
How many students can a Texas preceptor supervise?
For APRN programs under Texas BON standards, the ratio falls on faculty: generally six students per clinical course. The two-student preceptor cap in 22 TAC 215.10 is written for pre-licensure RN programs. Because ETSU's Intent Form has a question on the preceptor's current student load, give the real figure there.
Do Texas preceptors get a tax credit or payment for teaching me?
No Texas preceptor tax credit, and no grant aimed at NP preceptors, appears on the state's higher education grant pages. The tuition exemption for preceptors covers RNs teaching public pre-licensure students, not graduate students. Your request to a Texas preceptor rests on the teaching relationship, backed by clear, complete ETSU paperwork.
