Studying with ETSU from Oklahoma
East Tennessee State University (ETSU) has not cleared Oklahoma for its graduate nursing programs: the College of Nursing's pages leave the state undecided, and the university's June 2025 consumer tables find the MSN and DNP short of Oklahoma's requirements. Oklahoma then attaches three conditions to any out-of-state APRN student's clinicals, one of which concerns ETSU's own faculty. Check both layers before you apply, or before you move to Oklahoma mid-program.

The College is undecided; the university has ruled against the MSN and ETSU DNP, leaves the joint DNP open and says meets for the BSN only. Ask the College which reading applies to your program and catalog year; every state is laid out on ETSU's licensure disclosures.
Oklahoma's three conditions for out-of-state APRN students
Oklahoma's board rules, OAC 485:10-5-12, split out-of-state programs in two. Prelicensure schools must first win permission from the Oklahoma Board of Nursing (OBN). RNs enrolled in another state's APRN program are spared that request, provided every one of subsection (c)'s three tests is met:
- your own RN license, clear of any encumbrance, is valid for practice in Oklahoma
- the faculty member in charge of your clinical course is licensed by Oklahoma, unencumbered, at the level taught or higher
- ETSU's program satisfies the board's education requirements for APRN programs
The second condition is the one students overlook: your preceptor's Oklahoma license is not enough, because the ETSU faculty member directing your course needs one too. Only ETSU can say whether that is in place, so ask before any search, alongside ETSU's case-by-case review on clinicals outside Tennessee.

Practice, preceptors and the Oklahoma tax credit
AANP rates Oklahoma restricted. An NP's prescriptive authority rests on a written statement of physician supervision covering 6,240 hours, and Schedule II prescribing is off the table for NPs. Physicians are therefore natural preceptors for ETSU NP students here, beside experienced NPs, and the Intent Form accepts both.
Oklahoma City, about 1.5 million people, and Tulsa, just over a million, dominate. Names NP students weigh include Hillcrest, INTEGRIS, Saint Francis, SSM Health's St. Anthony hospitals and OU Health, the academic system tied to the University of Oklahoma. They illustrate the search, not sites committed to ETSU students.
Oklahoma's 2024 law HB 3351 set up a state income tax credit, administered by the state's health care workforce training commission, for primary care physicians, PAs and APRNs licensed in Oklahoma who teach APRN, PA or medical students, covering tax years 2026 through 2035. Whether a rotation for an out-of-state school counts is not stated, so a preceptor should ask the commission.
Your license for Oklahoma clinicals
Oklahoma is a compact state, issuing multistate licenses since January 2018. Subsection (c), though, is worded around a license to practice as an RN in Oklahoma. Ask the board whether your Tennessee multistate license satisfies that wording before your first shift.
Oklahoma has not adopted the APRN Compact. How ETSU itself handles licenses is covered under RN licensure for ETSU clinicals.
Applying from Oklahoma, or moving there
If you live in Oklahoma, take both ETSU findings to the OBN before you apply, as ETSU requires. Moving to Oklahoma City or Tulsa while enrolled? You continue only if the OBN permits it, and the College of Nursing and the university's records office must be told; see moving during your program.

Questions ETSU students ask
Does ETSU's online FNP meet Oklahoma's licensure requirements?
No ETSU page says it does. The FNP sits inside the MSN and the BSN-entry DNP, and the university's tables mark both as not meeting Oklahoma's requirements; the College's pages have Oklahoma undecided. Get the College of Nursing and the OBN to weigh in before enrolling.
Does ETSU need Oklahoma board permission for my NP clinicals?
Not a separate permission step, per OAC 485:10-5-12(c), as long as three things are true: your RN license is unencumbered and valid in Oklahoma, the ETSU faculty member directing the clinical holds an Oklahoma license at the level taught or higher, and ETSU's program meets the OBN's APRN education standards.
Can an Oklahoma NP who precepts me claim HB 3351's credit?
Possibly, but confirm first. HB 3351 counts a rotation as 160 aggregate hours and allows ten a year for Oklahoma primary care clinicians. The commission's summary does not settle whether a Tennessee school's student qualifies, so that is the commission's call.
Is ETSU's RN to BSN available to Oklahoma residents?
The university's BSN table says yes for Oklahoma; the College's list says undetermined. ETSU also cautions that an RN to BSN student living beyond Tennessee could be directed to a Tennessee institution or agency for clinical hours. Oklahoma's permission rule for out-of-state schools is silent on RN to BSN programs.
