ETSU nursing clinicals for students in Arkansas

Each licensure disclosure from East Tennessee State University (ETSU) lists it as meeting requirements, and a search of Arkansas's nursing rules found no approval step for out-of-state schools whose students come only for clinicals. Arkansas sits on every "meets" list ETSU keeps, College and university alike. With the pages in agreement there is no conflict to settle, although anyone applying from outside Tennessee is still expected by ETSU to clear the program with their home board first. Arkansas rules and out-of-state programs
Arkansas's written rules look at out-of-state schools mainly when one wants to open a program in the state. Part 125 of its prelicensure standards then asks for sign-off from the Arkansas Division of Higher Education, the home board's approval or accreditation, and national accreditation. The APRN program rules, in Subpart 10 of Part 123, handle new and existing programs through deemed status earned by national accreditation.
A visiting student's rotation is addressed by neither, and a search of Arkansas State Board of Nursing (ASBN) guidance found nothing on it; board staff were not asked, so put it to the ASBN yourself before committing. One more detail: the student exemption in Arkansas's Nurse Practice Act is worded for programs the ASBN approves, and ETSU's approval comes from Tennessee's board. An RN license valid in Arkansas, Arkansas-issued or multistate, is the simplest footing.

NP practice and the Arkansas preceptor search
AANP places Arkansas in its reduced practice group. State rules tie every Arkansas NP to a physician through a regulated agreement for some element of practice, and a few medications can be prescribed only under a physician protocol. Both NP and physician preceptors fit ETSU's model; the Intent Form's credential examples are FNP, ANP and MD.
The Little Rock area is the biggest population center. Next comes Northwest Arkansas, the Fayetteville-Springdale-Rogers metro, then Fort Smith, whose metro extends into Oklahoma, and Jonesboro, while the Memphis metro also takes in part of Arkansas. NP students there weigh systems such as UAMS Health, Arkansas Children's, Little Rock's Baptist Health and CHI St. Vincent, and St. Louis-based Mercy, present in Fort Smith and the northwest. They show the market, not sites that have agreed to take ETSU students; a contract with ETSU would come first at any of them.
Arkansas also appears in the neighbor clause of the Tennessee Nurse Preceptor Incentive, which lets Tennessee-licensed APRNs take students from Arkansas schools for hours logged in Tennessee. Your license in Arkansas
Compact implementation in Arkansas dates from January 19, 2018, and the state wrote the Nurse Licensure Compact into the Nurse Practice Act itself. With a multistate license issued where your primary residence is, in any compact state, you can practice as an RN in Arkansas, and an Arkansas multistate license covers Tennessee too.
On ETSU's side, an MSN student's unencumbered license may come from Tennessee or from the clinical state, a DNP student's from Tennessee or any compact state, and every graduate student reports an encumbrance to the Associate Dean of Graduate Programs immediately. Can I study ETSU's online MSN or DNP from Arkansas?
ETSU's disclosures say yes on every page. The College of Nursing lists Arkansas as meeting requirements for the BSN, MSN, DNP and joint DNP, and the university consumer information tables agree. Because ETSU wants out-of-state applicants to clear things with their home board, put the question to the Arkansas State Board of Nursing too.
Do I need ASBN approval to do ETSU clinicals in Arkansas?
Our research found no Arkansas rule telling a school from another state to seek board approval before a student's clinical-only rotation there, but board staff were not asked. Ask the ASBN directly, and tell the graduate clinical coordinator about the site early, since ETSU judges each placement beyond Tennessee individually.
Does the Tennessee Nurse Preceptor Incentive cover Arkansas preceptors?
The incentive is for Tennessee-licensed APRNs. Its neighbor clause lets them precept students from Arkansas schools for Tennessee hours only, and it is not written to pay for an ETSU student's rotation inside Arkansas. If you train at a Tennessee site instead, your preceptor can look at the incentive's own terms.
Can ETSU RN to BSN students in Arkansas do the practicum at work?
Full-time direct-care RNs may take NRSE 4026 where they already work. The catch for an Arkansas resident: ETSU's RN to BSN page cautions that state regulations can push an out-of-state student's clinical hours to a Tennessee institution or agency. Confirm with the College before you plan an Arkansas practicum.
