South Carolina and ETSU nursing clinicals
South Carolina aims its out-of-state rule at pre-licensure schools, shares the Nurse Licensure Compact with Tennessee, and ties its nurse practitioners to physician practice agreements. East Tennessee State University (ETSU) is the unsettled part: the College of Nursing has South Carolina on its undetermined list, while ETSU's university-wide consumer pages mark the MSN and DNP as meeting state requirements.

The university pages give South Carolina a plain yes for every program; the College pages have not decided. Until ETSU reconciles the two, ask the College of Nursing and the South Carolina Board of Nursing about your exact program and catalog year, and do it before you enroll. Regulation 91-6 and who it reaches
South Carolina's rule for visiting schools, Regulation 91-6, is about initial licensure. When a school whose parent institution sits in some other state wants South Carolina clinical time for students heading toward their first license, the board must sign off beforehand. To qualify it stays fully approved at home, puts a faculty member licensed in South Carolina or a fellow compact state on site for every shift, signs a written affiliation agreement with the clinical site, and follows South Carolina's rules for any precepted time. After approval, the school owes the board written notice within 15 days whenever its compliance changes.
RN to BSN and APRN education go unmentioned in the regulation. ETSU's pre-licensure BSN places students at College-assigned sites in Tennessee, so for ETSU's graduate students the state rule is silent and ETSU's own review of clinicals outside Tennessee is the step to plan around.
Practice agreements and the tax credit
AANP groups South Carolina with the restricted practice states. South Carolina NPs carry out delegated medical acts only through a signed agreement with a physician, and the state caps the controlled substances they can supply. Your NP preceptor works inside that agreement, and a physician is a candidate too, since ETSU's Preceptor Intent Form includes MD among its sample credentials.
The state's preceptor tax credit and deduction, found at S.C. Code 12-6-3800, reward physicians, APRNs and PAs who precept unpaid, but a rotation counts only when it runs 160 hours or longer and the student attends one of South Carolina's own public or independent colleges. A preceptor teaching an ETSU student cannot claim it. A 2024 act carried the credit through tax year 2029, though a Department of Revenue ruling still shows the older 2026 end date.
Greenville, Columbia, Charleston and the Charlotte edge
The 2025 estimates put Greenville-Anderson-Greer just past one million residents, with Charleston-North Charleston at about 889,000 and Columbia at about 880,000. Lexington Health, McLeod Health, Roper St. Francis Healthcare, Prisma Health and MUSC Health are among the systems NP students there look at. Each sets its own student intake, and naming them here implies no ETSU placement.

License and why South Carolina students choose us
South Carolina has recognized compact licenses since January 2018, which means a multistate credential from wherever you live in compact territory reaches a South Carolina clinic and also satisfies ETSU's DNP license rule. The APRN Compact is not law in the state. Tell ETSU at once about any change in your license status, as the RN license page explains.

Questions ETSU students ask
Does ETSU's online MSN meet South Carolina's requirements?
Two ETSU pages answer differently. The College of Nursing's MSN page, as updated in September 2025, lists South Carolina as not yet determined; the consumer information page, its tables last revised in June 2025, says the MSN meets the state's requirements. Get confirmation from the College and the South Carolina Board of Nursing before enrolling.
Does South Carolina's board have to approve ETSU before my NP clinicals?
The state's regulation for visiting schools concerns students working toward a first license and never mentions APRN or RN to BSN education. ETSU still reviews every graduate placement outside Tennessee after admission, so ask the College how your rotation will be handled.
Would my preceptor get South Carolina's tax credit for teaching me?
Not for an ETSU rotation. The credit counts only students of South Carolina's own public or independent schools. It also has conditions for the preceptor, such as teaching without pay, taking two or more qualifying rotations yearly and meeting a Medicaid patient threshold, but a Tennessee program's student fails the school test first.
Are ETSU's LPN to BSN and RN to BSN open to South Carolina residents?
LPN to BSN clinicals happen only in Tennessee. For the RN to BSN, South Carolina is a meets on the university BSN table and undecided on the College list, and ETSU's RN to BSN page notes that state rules can send students who live elsewhere to a Tennessee institution or agency for their clinical hours.
