ETSU nursing programs and clinicals in North Carolina
East Tennessee State University (ETSU) lists North Carolina as meeting requirements in every disclosure it publishes. The North Carolina Board of Nursing keeps graduate and RN to BSN programs outside its approval work, so what decides a North Carolina rotation is your license, your preceptor's standing and ETSU's own review.

No conflict here: the College's program pages and the university's consumer tables both place North Carolina on the meets side for every nursing program. ETSU's graduate catalog also mentions an Asheville site at Lenoir-Rhyne University's graduate center, though no nursing program is linked to it.
A clean disclosure starts the planning rather than ending it. A North Carolina rotation is still a placement beyond Tennessee, cleared by ETSU only with regulator approval, after admission, student by student. Compare every state on ETSU's licensure disclosures.
The North Carolina Board of Nursing and ETSU
NCBON keeps its authority narrow. According to its education FAQ, graduate nursing programs that admit licensed nurses sit beyond its approval power wherever they are based, and the same goes for RN to BSN and doctoral study. ETSU's MSN, DNP and RN to BSN all land in that group.
The one rule aimed at schools from elsewhere, 21 NCAC 36 .0233, targets prelicensure students who are not yet licensed. For them, a North Carolina agency's top nursing administrator files for NCBON approval a month or more ahead, attaching the home board's approval and proof that the on-site preceptor is actively licensed as a North Carolina RN. It does not govern licensed RNs in graduate study.
North Carolina joined SARA in June 2016, and NCBON treats SARA status as a possible route for students taking a college's didactic courses to complete field placements in the state. NC-SARA shows ETSU as a Participant. More on clinicals outside Tennessee.
Your license and your preceptor in North Carolina
One NCBON instruction speaks to graduate students directly. A student licensed only in some other state, on a single-state license, is told to reach the Board's Licensure Department through the contact form on its site for the conditions attached to North Carolina clinicals. A multistate license avoids that detour; North Carolina and Tennessee have both been compact members since the January 19, 2018 implementation, though neither has the APRN Compact. AANP files North Carolina under restricted practice. An NP there never outgrows the physician agreement, which runs the length of a career, and a joint panel drawn from the nursing and medical boards regulates NP licensure. Your preceptor also has to clear ETSU's Tennessee-based bar: licensed at your level or higher, valid in North Carolina, and approved by ETSU's clinical faculty.
Where North Carolina NP students look
Closest to Johnson City, Ballad Health's own page counts Northwest North Carolina among the regions its hospitals serve. Ballad's route for advanced practice students runs only through programs with a current Ballad affiliation, so raise any Ballad idea with ETSU's graduate clinical coordinator first.
Across the state, the large systems include Atrium Health, now part of Advocate Health, plus UNC Health, Duke Health, Novant Health and ECU Health. Charlotte's metro holds about 2.48 million North Carolinians; the Raleigh-Cary area, Winston-Salem and Greensboro-High Point come next. Questions ETSU students ask
Must NCBON approve ETSU's MSN before I train in North Carolina?
No. NCBON's education FAQ puts graduate programs for licensed nurses, from any state, outside its approval authority, along with doctoral and RN to BSN study. ETSU's own gate remains: any graduate clinical outside Tennessee needs regulator approval and an individual review after admission.
Does NCBON's 30-day approval rule apply to ETSU graduate students?
No. 21 NCAC 36 .0233 addresses not-yet-licensed students of out-of-state prelicensure programs who want to train at North Carolina agencies. ETSU's MSN and DNP students already hold RN licenses and study at a level NCBON leaves outside its jurisdiction. Single-state license holders go through the Board's Licensure Department instead.
I hold a single-state RN license. Can I do ETSU clinicals in North Carolina?
Ask NCBON before anything else. Its FAQ points graduate students licensed only in another state toward the Licensure Department for the conditions on in-state clinicals. ETSU also requires an unencumbered RN license covering your clinical state, so sort out the license before you submit a preceptor.
Can I train at a Ballad Health site in Northwest North Carolina?
Ballad says it accepts advanced practice students from programs holding a current Ballad affiliation agreement, requested through the program's clinical coordinator, with orientation before the start. Ask ETSU's graduate clinical coordinator whether such an agreement covers your course, and remember that ETSU reviews every North Carolina placement case by case.
