New Jersey clinicals for ETSU nursing students
In New Jersey, East Tennessee State University (ETSU) students start from firm ground: the College of Nursing and the university both mark the state as meeting requirements. New Jersey's quirk is geography: millions of residents live inside the New York or Philadelphia metro areas, and a preceptor across the river brings another state's rules and a different ETSU answer.

Across the river, a different answer
Roughly 7.1 million New Jersey residents fall inside the New York-Newark-Jersey City metro, per 2025 Census estimates, and around 1.4 million inside Philadelphia-Camden-Wilmington. A preceptor in New York City or Philadelphia can look like the closest choice, but ETSU's disclosures do not treat those states the way they treat New Jersey:
- New York: the university pages say meets; the College of Nursing pages say not yet determined.
- Pennsylvania: the university pages say does not meet; the College pages say not yet determined.
- Delaware: both say meets.

Joint protocols and who precepts
AANP rates New Jersey reduced practice. The reason: New Jersey NPs order medications and devices under joint protocols they keep with a collaborating physician. That can put physicians and NPs side by side in the same practice. ETSU's Intent Form lists both NP and MD credentials among its examples, and the final word on fit belongs to your clinical faculty.
Trenton-Princeton and Atlantic City-Hammonton are two metros wholly inside New Jersey. Cooper University Health Care (Camden), Virtua Health and Hackensack Meridian Health are three systems to research, along with RWJBarnabas Health and Atlantic Health System, and each writes its own student rules.
The board, and the license you train on
No New Jersey rule turned up that makes an outside program ask permission or file notice before its students arrive. The Board's chapter, N.J.A.C. 13:37, deals with accrediting programs run by New Jersey institutions, and its section 1.10(c) covers the reverse case, New Jersey schools using clinical agencies in other states. The Board's own website was not reviewed for this guide, so ask the Board about any posted guidance.
New Jersey entered the Nurse Licensure Compact in November 2021, and from then on your multistate RN license has worked here; a New Jersey single-state license does the job too. The APRN Compact has not passed in New Jersey. The RN license page covers ETSU's reporting rule.

Questions ETSU students ask
Can a South Jersey student do ETSU clinicals in Philadelphia?
A Philadelphia site puts you under Pennsylvania's rules, and ETSU's pages disagree there: ETSU's university-wide consumer pages rule Pennsylvania out for the MSN and DNP, while the College of Nursing's own pages call it not yet determined. Settle that with the College first; a New Jersey site sidesteps the conflict.
Must ETSU notify New Jersey's board before I train there?
N.J.A.C. 13:37, the Board's chapter, contains nothing found that asks outside programs for approval or notice. The Board's website was not reviewed, so check it for posted guidance. Separately, ETSU gives each non-Tennessee rotation its own review once you are admitted.
Which license covers my New Jersey clinicals?
Because New Jersey belongs to the compact, your multistate RN license works at a New Jersey site, and a single-state New Jersey license works too. ETSU's MSN adds that the license carry no encumbrance, and the same holds for every other license in your name.
Which ETSU programs fit a student living in New Jersey?
ETSU's disclosures list New Jersey as meeting requirements for the BSN, MSN, ETSU DNP and joint DNP. The online MSN, DNP and post-graduate certificates are the realistic paths from here, since LPN to BSN clinicals never leave Tennessee and the campus BSN runs in Johnson City, Kingsport and Sevierville.
