ETSU nursing students in New York
In New York everything turns on registration. The State Education Department (NYSED) expects any nursing program from outside the state, online ones included, to be registered or approved before its students rotate through New York sites, and East Tennessee State University (ETSU) publishes two different licensure results for the state. Settle both before you count on a New York rotation.

Registration comes before any rotation
NYSED's Office of the Professions puts it bluntly: until NYSED registers or approves a nursing program based elsewhere, or taught online, that program sends no students into New York clinicals. The carve-out is federal ground, meaning Veterans Affairs and U.S. Armed Forces facilities. For NP students the requirement lands on the NP program itself, and NYSED cautions that rotating outside a registered NP program could also be illegal.
Being a SARA school changes nothing here. In the eyes of NYSED's college evaluation office, putting a student into a licensed-profession clinical means the school is physically operating in New York, and SARA members too must clear that with the Office of the Professions first, by approval or by exemption. ETSU does not publish whether its programs hold New York registration, so ask the College directly; NYSED also answers program-status questions by email. New York licenses stand apart
Compact membership is not on New York's agenda, with no bill pending, and NYSED sends nurses licensed elsewhere to its checklist for earning a New York license. A multistate license from Tennessee therefore stops at the border. The APRN Compact is not law there either.
Apply for the New York RN license early. That license covers ETSU's MSN requirement on its own, since the MSN accepts licensure in the state hosting the clinical. DNP students need more: ETSU wants a Tennessee or other compact license as well, so a New York DNP student keeps two current. Reporting duties are on the RN license page.
Practice rules and where students look
AANP shows New York as full practice with a threshold. An NP's first 3,600 hours run under a written agreement, backed by protocols, with a physician who collaborates on the practice, so newer NPs you contact work alongside a physician by law. Physicians can be proposed too; MD sits among the credentials the Intent Form offers.
Downstate, roughly 13 million New York residents live in the metro the Census Bureau calls New York-Newark-Jersey City, where students look at NYC Health + Hospitals, Mount Sinai, Northwell Health and NewYork-Presbyterian. Upstate, UR Medicine's University of Rochester Medical Center serves Rochester, with Buffalo-Cheektowaga and Albany-Schenectady-Troy as the other large metros. These names illustrate the market rather than sites set aside for ETSU, and any of them would need a contract first, as clinical contracts explains.

Questions ETSU students ask
Can I do ETSU NP clinicals in New York?
Only where NYSED registration or approval covers the program, apart from federal VA and Armed Forces sites, and only after ETSU approves the placement. ETSU's pages say nothing about New York registration, so ask the College of Nursing, and NYSED as well, before recruiting a preceptor.
Does ETSU say its online MSN meets New York requirements?
Its answers differ by page. On the university consumer information MSN page, tables dated June 2025 list New York as meeting requirements; ETSU's College of Nursing MSN page, updated in September 2025, calls the state not yet determined. Resolve the difference with the College and NYSED before you enroll.
Would a VA hospital in New York work for an ETSU clinical?
NYSED exempts federal Veterans Affairs and U.S. Armed Forces facilities from its registration requirement for clinical placements. That removes the state's hurdle, not ETSU's: the site still needs an ETSU contract, your clinical faculty still approve the preceptor, and the VA's own student rules apply.
Does my Tennessee compact license cover a New York rotation?
It does not. Because New York never adopted the compact, multistate privileges from Tennessee or any other member end at its border. Work through NYSED's checklist for nurses licensed in other states, and allow processing time before your term starts so the license is active on your first clinical day.
