ETSU nursing from Wyoming
Wyoming's board spares graduate programs its approval step, yet East Tennessee State University (ETSU) still gives Wyoming no yes. The College of Nursing has made no call on Wyoming, and ETSU's consumer information tables list the MSN and DNP as not meeting Wyoming's requirements. On the College's pages Wyoming is simply undecided. The university's June 2025 tables go further and list the MSN and ETSU DNP as not meeting Wyoming's requirements, with the joint DNP undetermined and the BSN marked meets. Since ETSU never says which page controls, bring the question, your program and your catalog year to the College; ETSU's licensure disclosures compare every state.
Wyoming's Chapter 6 rules for schools outside the state
Wyoming sorts out-of-state programs in two ways. First, Wyoming wants each one cleared through NC-SARA or registered with the state education department; ETSU is a Participant institution in NC-SARA's directory. Second, the level of the program decides what the board wants to see.
Post-licensure programs, which Wyoming defines to include MSN, DNP, APRN and RN to BSN study, skip board approval. Instead, the school sends the board a written notice whenever a student is scheduled to train in Wyoming, and the board supplies a sample cover letter for it. A signed agreement between school and facility must exist before day one, with a copy kept for the board.
Prelicensure schools must ask permission, a path outside the scope of ETSU's College-assigned BSN clinicals in Tennessee. ETSU's own case-by-case review still comes first; see clinicals outside Tennessee.
Practice, distance and places NP students look
AANP places Wyoming among the full practice states. Towns are small and far apart. Cheyenne, the largest metro, had roughly 103,000 residents in the 2025 estimate, Casper about 81,000 and Gillette's micropolitan area fewer than 50,000. ETSU expects students to supply their own transportation, which matters when a good preceptor is a long drive away.
In Gillette there is Campbell County Health; Laramie's Ivinson Memorial is a UCHealth affiliate; Casper's largest name is Banner Wyoming Medical Center, a Banner Health hospital; Sheridan Memorial and Cheyenne Regional round out the list. These are named for orientation, not as sites for ETSU students, and each would need an ETSU contract. Wyoming has no state preceptor incentive on record.
Your license, and the APRN Compact in Wyoming
Wyoming nurses have practiced under the Nurse Licensure Compact since January 2018, so a multistate RN license from Tennessee carries into Wyoming clinicals and meets both ETSU license rules, MSN and DNP. Lawmakers in Cheyenne also adopted the APRN Compact, but with five enacting states as of 2026 against the seven it needs, it does not operate yet. Checking before you apply, or moving to Wyoming
Applicants living in Wyoming should settle with the board, before applying, that ETSU's online program is acceptable, as ETSU asks of everyone outside Tennessee. The university's does-not-meet finding is a licensure disclosure, so it speaks to the Wyoming APRN license you would want after graduating. An enrolled student relocating to Wyoming continues only with that board's consent, after notifying ETSU's records office and the College of Nursing; moving during your program walks through it.

Questions ETSU students ask
Can I live in Wyoming and study in ETSU's online MSN?
ETSU gives no clear yes. Wyoming sits in the undetermined column of the College's MSN page (September 2025) and the does-not-meet column of the university's MSN consumer table (June 2025). Get written guidance from the College and from the board in Cheyenne before enrolling.
Does the Wyoming board need to approve my ETSU clinicals?
For MSN and DNP students, the board's rules call for written notice rather than approval. The school tells the board a student will train in Wyoming and signs a contract with the facility before clinicals begin, keeping a copy for the board. ETSU's own approval of the placement is a separate step.
Does Wyoming's APRN Compact membership matter for ETSU students?
Not yet. Wyoming enacted it, but the compact becomes active only after a seventh state joins, and five had signed on as of 2026. Until then, practicing as an NP in Wyoming after graduation means a Wyoming APRN license, and ETSU's university table lists its MSN and DNP as not meeting Wyoming's requirements.
Can I take ETSU's RN to BSN from Wyoming?
Check carefully. The university BSN table lists Wyoming as meeting requirements, while the College page says not yet determined. Wyoming classes RN to BSN as post-licensure, so the school would owe the board written notice, and ETSU cautions that out-of-state RN to BSN students can end up completing clinical hours in Tennessee.
