Studying ETSU nursing from Utah
The College of Nursing at East Tennessee State University (ETSU) has made no determination for Utah, and the university's consumer information tables find that the MSN and DNP fall short there. Utah also writes into rule what a school from elsewhere must show before its students train in Utah clinics.

No ETSU page answers yes for graduate study in Utah. The College leaves the question open; the university's June 2025 tables close it with a negative finding for the MSN and ETSU DNP, and leave the joint DNP undetermined. Ask the College which statement applies to your catalog year; ETSU's licensure disclosures set every state side by side.
Utah's conditions for nursing schools based elsewhere
Utah's rule R156-31b-609 treats graduate and prelicensure learners alike. A school from another state may place learners with Utah agencies for clinical courses only once the licensing division and the Board are satisfied on five points: home-state board approval, accreditation from a federally recognized nursing accreditor, faculty on the program's own payroll, a Utah or compact license for faculty who teach at the bedside, and a documented approach to choosing sites and preceptors and keeping watch over them.
Paperwork follows every summer. By each August 1, the school tells the Board how many of its learners trained in Utah, vouches that its bedside faculty and preceptors are properly licensed, and confirms it remains accredited. Whether ETSU files for Utah is a question for the College; ETSU's separate approval process for clinicals outside Tennessee applies as well.
Preceptors and sites from Ogden to St. George
AANP counts Utah among its full practice states. For an ETSU student the sharper rule is Utah's own: anyone precepting for a school based elsewhere needs a Utah license, or one from a compact member state, with a clean record. An NP licensed solely in a state outside the compact therefore cannot serve.
About 1.3 million people live in the Salt Lake City-Murray metro, with Provo-Orem-Lehi, Ogden and St. George next. NP students there usually come across Intermountain Health, HCA's MountainStar Healthcare, and the academic system known as University of Utah Health. They show the landscape, not systems taking ETSU students; a Utah clinic becomes usable only once ETSU holds a contract with it. Utah has no state preceptor incentive on record.
Licenses and both compacts in Utah
Utah's compact membership dates to January 2018, meaning a Tennessee multistate RN license in good standing carries over for clinicals. That covers ETSU's MSN license rule and the DNP's Tennessee or compact-state rule at once.
Utah also signed the APRN Compact in March 2022, one of a handful of adopters; Wyoming, South Dakota, North Dakota and Delaware were the others as of 2026. Seven are required before it switches on, so a Utah APRN license remains a separate application after graduation. The license ETSU expects during school is covered on the RN license rules.
Before you apply, or if Utah becomes home mid-program
Considering ETSU while living in Utah? ETSU's instruction to applicants outside Tennessee is to settle acceptability with their home board before applying, and here the university table's negative finding speaks directly to the Utah license you would want later. Get the Utah board's view and the College's in writing first.
Moving to Utah after enrolling? Staying in the program takes the Utah board's permission, and the move has to be reported, both to the College and to ETSU's records office. Timing and the clinical reset are covered in moving during your program.

Questions ETSU students ask
Can Utah residents enroll in ETSU's online MSN?
ETSU gives Utah residents no green light. Its June 2025 consumer information table for the MSN marks Utah does not meet; the College's own MSN page, last revised September 2025, has made no determination. With no yes on either, write to the College and to Utah's nursing board first.
My best preceptor option holds a license from a non-compact state. Does that work in Utah?
No. Utah's out-of-state program rule accepts only preceptors licensed by Utah or by a state inside the Nurse Licensure Compact, with the license in good standing. Look for someone else, or confirm the preceptor also carries a qualifying license, before you file the Preceptor Intent Form.
Does ETSU have to report Utah placements to the state?
Utah wants a yearly filing, due August 1, from every school that sends learners into its clinics: a headcount, a license statement for bedside faculty and preceptors, and accreditation status. Ask the College how ETSU handles it before you settle on a Utah clinic.
Could Utah's APRN Compact membership help me after graduating?
Not yet. The compact starts working only after seven states adopt it, and five had as of 2026. Plan on Utah APRN licensure through the normal route, remembering that ETSU's university table says the MSN and DNP do not meet Utah's requirements.
