Studying with ETSU from Oregon
For Oregon, East Tennessee State University (ETSU) has two graduate answers and neither is a yes: undecided on the College of Nursing pages, and a finding against the MSN and DNP in the university's consumer information tables. Oregon's board, by contrast, asks no approval or notice of out-of-state APRN programs before their students train there. The questions to settle are ETSU's finding and your Oregon RN license.

No ETSU page counts Oregon among the states where the MSN or DNP meets requirements. The College has not decided; the university has decided no for the MSN and ETSU DNP, yes for the BSN, and left the joint DNP undetermined. ETSU's finding concerns the Oregon license you might seek after graduating, a different question from whether you may train there now. Oregon's row sits beside every other state's on ETSU's licensure disclosures.
Oregon's board: no approval for APRN placements
The Oregon State Board of Nursing (OSBN) keeps a notice rule, in OAR division 851-021, for prelicensure schools only: a PN or RN program from another state files a form for each track before its students start learning activities in Oregon, then refiles yearly.
Advanced practice programs are exempt from that notice, as are programs that lead to no new license, such as RN to BSN or an MSN or DNP outside advanced practice. Asked whether an APRN program based elsewhere needs OSBN approval to place students, the board's APRN FAQ answers with a plain no. The prior-authorization rule Oregon once applied to NP students of outside schools, in OAR division 851-050, came off the books in mid-2021.
What still applies: anyone teaching nursing in Oregon holds an active Oregon license, and a school enrolling Oregon students must satisfy Oregon's higher education authorization or NC-SARA, which lists ETSU as a Participant. Practice, preceptors and Oregon sites
AANP rates Oregon full practice, so a seasoned Oregon NP can supervise an entire ETSU nurse practitioner practicum alone, and physicians are an option on the Intent Form as well.
About two million Oregonians live in the Oregon part of greater Portland, and Salem, Eugene and Bend are the next largest metros. NP students there look at systems such as Legacy Health, OHSU, Samaritan Health Services, Kaiser Permanente's Northwest region and Providence's Oregon hospitals. These are examples of the landscape, not sites set up for ETSU students, and any site needs a contract with ETSU before you start. No state preceptor incentive for Oregon is on record.
Your license for Oregon clinicals
Oregon sits outside the Nurse Licensure Compact, with no bill to join it on the table. A multistate license from Tennessee carries no privilege there, so you need an Oregon RN license before training in the state. With it, you satisfy the MSN's requirement of a clear license where clinicals take place, while the DNP still asks for a Tennessee or compact-state license alongside it.

Applying from Oregon, or moving there
Oregon residents considering ETSU should put the does-not-meet finding to OSBN before applying, as ETSU asks. Enrolled students who relocate to Portland, Salem, Eugene or Bend can stay in the program only with OSBN's consent, and both the College and ETSU's records office need the new address. Questions ETSU students ask
Can I take ETSU's online MSN from Oregon?
Only after checking. In June 2025 the university's MSN table marked Oregon as not meeting requirements; the College's MSN page, last updated September 2025, still counts it among the undetermined states. ETSU also puts the burden on applicants outside Tennessee to clear the program with their home board first.
Does ETSU need OSBN approval before my NP clinicals in Oregon?
No, according to OSBN. Its APRN FAQ says outside APRN programs place students without board approval, and Oregon's earlier authorization requirement for NP students ended in 2021. ETSU's own approval and an Oregon RN license are still required.
Why can't I use my Tennessee compact license in Oregon?
A multistate privilege works only in member states, and Oregon has not joined the compact or any pending bill to do so. The state therefore expects its own RN license from anyone practicing there, students in clinicals included.
Does ETSU's joint DNP meet Oregon's requirements?
It is unresolved on both sides. The College groups the joint DNP with the ETSU DNP and has not determined Oregon, and the separate joint DNP consumer page from July 2024 says the same in its own words, has not been determined. Raise it with the College and OSBN before choosing an Oregon residency or project site.
