Studying with ETSU from California
No state collects more cautions from East Tennessee State University (ETSU) than California. The College of Nursing has made no California finding for any program, ETSU's university-level tables judge the BSN, MSN and DNP short of California's requirements, and ETSU's catalog names California as the one state outside SARA. Anyone applying from California, or moving there while enrolled, should settle these questions with the College first.

Neither office says yes. The College has reached no finding, and the university tables record that the BSN, MSN and ETSU DNP each fall short of California's licensure requirements; only Hawaii and Louisiana share that BSN result. See ETSU's licensure disclosures for the national picture.
The one state outside SARA
NC-SARA lists ETSU as a Participant, the reciprocity arrangement that covers its online programs in member states. ETSU's 2026-27 graduate catalog, in its section on SARA complaints, names California as the only state that is not part of SARA.
That matters twice. The catalog's complaint route for distance students, ETSU's process and then an appeal to the Tennessee Higher Education Commission, is written around SARA. And SARA never governs nursing boards, so California's Board of Registered Nursing sets the terms for clinical work there. California's rules for NP students from other states
California's regulation 16 CCR 1486 addresses NP students of non-California schools head on. Under subsection (d), such a student may not start a clinical experience in California without an active, valid RN license issued by California.
Subsections (b) and (c) turn to the preceptor, who needs California licensure in their own field plus qualification in the NP category you are training for. Your school orients each preceptor and reviews them no less than once in two years, and the agency, the preceptor and the school put the preceptor's role in writing together.
Business and Professions Code 2729 covers nurses licensed elsewhere only while they take a board-approved continuing education or postlicensure course, one more reason to hold California's own license.
In California the paperwork is three-sided: agency, preceptor and school each sign an agreement describing the preceptor's role.
Practice, preceptors and where students look
AANP rates California restricted: for certain settings and procedures, NPs work under a standardized protocol agreement, with exemptions the Board of Registered Nursing explains. For ETSU students this puts physician preceptors firmly in play alongside NPs, and the Intent Form accepts both.
Greater Los Angeles alone holds about 12.8 million people, with the Inland Empire, the Bay Area and San Diego next. California NP students commonly consider Kaiser Permanente, Sutter Health, Stanford Health Care, Cedars-Sinai and the UC Health academic centers such as UCSF Health and UCLA Health. They illustrate the search, not sites open to ETSU students. Our research records no California preceptor incentive.
Licensing, applying and moving
California has neither joined the NLC nor any pending bill to do so, and the APRN Compact is not law there. A Tennessee multistate license gives no privilege in California, and the state's NP certification requires a California RN license first. That license also meets ETSU's MSN rule; DNP students need a Tennessee or compact license too, as this license page explains.

Questions ETSU students ask
Could I join ETSU's online FNP from a California address?
Talk to the College of Nursing before anything else. The university's June 2025 MSN table puts California under does not meet, and the College's September 2025 MSN page has no determination. ETSU also wants California applicants to consult the Board of Registered Nursing before applying.
Is a California RN license required for ETSU NP clinicals in the state?
Yes. Under 16 CCR 1486(d), students of non-California NP programs need an active, valid California RN license for clinicals in the state, and California does not recognize compact privileges. Allow time for licensing well before that practicum.
What does a California preceptor have to have?
Under 16 CCR 1486, a California license in their own field and qualification in your NP category; your program orients and periodically evaluates them, and a three-party written agreement defines their role. ETSU's clinical faculty approval applies on top.
What about ETSU's RN to BSN for a California nurse?
The odds are poor. California is one of three states where the university's BSN table says does not meet, and the College has not determined it. On top of that, ETSU says RN to BSN students residing outside Tennessee may be required to do clinical hours with a Tennessee institution or agency.
