ETSU nursing clinicals in North Dakota
Every East Tennessee State University (ETSU) licensure disclosure marks North Dakota as a state where the programs meet requirements. North Dakota then adds a layer of its own: before an NP program's students set foot in a North Dakota facility, the Board of Nursing must recognize the program, and it expects fresh paperwork every semester.

The Board's recognition process, in order
- Recognition requestThe Board's distance recognition covers programs that lead to LPN, RN or APRN licensure and place students in the state, NP programs among them. A program asks for it at least 60 days before its students begin, and graduate programs owe a yearly fee.
- Proof the college may operate thereAny college teaching students in North Dakota must be authorized, or exempted, by the state's higher education board, and the Board of Nursing wants to see that paperwork or evidence of NC-SARA approval. NC-SARA's directory shows ETSU with Participant status.
- A report every termAhead of any clinical day, the program reports who is coming (with North Dakota or compact license information), where and in which course, who will precept and teach (resumes and licenses attached), the signed affiliation agreements, and each facility's word that it can take the student.
- Written noticeUnder North Dakota law, your student status spares you a separate North Dakota license only after the Board receives written notice, and only as clinical sites have room.
These are program filings, so they sit with the College, yet they explain why a North Dakota rotation needs a long runway. RN to BSN study is not named in the guidelines. North Dakota also expects an outside program to hold approval from its home state's board, and ETSU's College of Nursing reports approval by the Tennessee Board of Nursing.
Fargo, Bismarck and the Minnesota line
Fargo and Grand Forks both anchor metros that cross into Minnesota, while Bismarck and Minot sit wholly in North Dakota. Bismarck has two names to research, a Sanford Health medical center and CHI St. Alexius Health, a CommonSpirit Health hospital. Fargo has Sanford too, plus Essentia Health; Grand Forks is home to Altru Health System and Minot to Trinity Health. Each keeps its own student policies.

Full practice, two compacts, one license question
AANP rates North Dakota full practice. Since January 2018 the state has honored multistate RN licenses, and in 2021 it also adopted the APRN Compact, which stays dormant until seven states are on board; five are so far. For your clinicals, the question is simply an RN license valid in North Dakota, which a multistate license provides, and the term report asks for exactly that detail. Does ETSU need North Dakota Board recognition for my NP clinicals?
NP clinicals fall inside the Board's distance recognition, which covers programs leading to APRN licensure that send students to North Dakota facilities. The Board wants the request two months ahead, 60 days to be exact, and a new report each term. Ask the graduate clinical coordinator how ETSU handles it before you commit to a site.
Is ETSU's RN to BSN affected by North Dakota's rule?
RN to BSN programs are not named in the Board's distance guidelines. ETSU adds its own caveat for RN to BSN students beyond Tennessee: the practicum hours could have to happen at a Tennessee agency or institution, so check with the College before planning a North Dakota practicum.
Does the APRN Compact help me as an ETSU NP student here?
Not yet. North Dakota adopted it in 2021, but the compact stays dormant until a seventh state joins, and five have so far. For student clinicals, the license that counts is an unencumbered RN license valid in North Dakota, such as a multistate compact license.
What does North Dakota mean by clinical site availability?
Your exemption from a North Dakota license, as a student in a recognized program from elsewhere, depends on written notice to the Board and on sites having room for you. The term report backs that up: each facility states it can take you before any student activity starts.
