Massachusetts clinicals for ETSU students
East Tennessee State University (ETSU) says its nursing programs meet requirements in Massachusetts, and its two disclosures agree. Your planning problem sits elsewhere: Massachusetts passed compact legislation in 2024 but has not switched it on, so your multistate RN license from Tennessee or anywhere else does not reach Massachusetts yet.

Start with the license
Massachusetts made the compact law in November 2024, and its nursing board expects implementation around May 2027; one prerequisite, the FBI's conditional sign-off on criminal background checks, came through in May 2026. Until that happens, the Board tells nurses to use the regular Massachusetts application, and a license issued by another compact state carries no practice privilege inside Massachusetts.
ETSU's MSN ties your license to the clinical state (or Tennessee), and for a Massachusetts rotation that points to a Massachusetts license. The DNP catalog speaks of licensure or authorization in Tennessee or a compact state, so DNP students here should ask the College how that reads while Massachusetts is mid-implementation. What you must report, and to whom, is on the RN license page.
Until the Board announces the compact is live, plan on holding a Massachusetts RN license for any clinical in the state.

A written process for schools from elsewhere
Massachusetts has a written, two-part process for nursing schools based elsewhere. Its regulation 244 CMR 6.03(2) requires any program headquartered outside the state to win Board approval for teaching or clinical work there, in two parts. Part A approves the parent institution and is filed every year, six months or more before any placement. Part B covers each student's placement and must be in the Board's hands 30 or more days ahead. A student waits for the Board's written approval before day one.
The Board wrote these criteria around NCLEX-preparing programs for RNs and PNs, and it never mentions graduate or RN to BSN students. It also caps groups: no more than ten students per faculty member and no more than two per preceptor. ETSU judges out-of-state sites individually, so put a Massachusetts site in front of the graduate clinical coordinator well before the term.
Practice rules, systems and metros
Under AANP's summary, a Massachusetts NP practices fully independently after a two-year stretch with a qualifying APRN or physician supervisor, and equivalent experience may substitute. A Massachusetts search might begin with Mass General Brigham or Beth Israel Lahey Health and widen to Baystate Health, Boston Medical Center or UMass Memorial Health, each with its own student policies.
The Boston-Cambridge-Newton metro is home to more than 4.5 million people on the Massachusetts side, and Worcester and Springfield come next. Part of the Providence-Warwick metro also sits in Massachusetts, and a site on its Rhode Island side follows Rhode Island's rules instead.

Will my Tennessee multistate license cover a Massachusetts clinical?
Not yet. The compact is Massachusetts law, but the Board's target for switching it on is May 2027, and until then licenses from other compact states give no right to practice in Massachusetts. For clinicals there, you would train on a Massachusetts RN license.
Does 244 CMR 6.03 apply to ETSU's graduate programs?
The Board's page for outside programs is written around NCLEX-preparing schools and does not address graduate or RN to BSN study. Because ETSU's own rule makes any site beyond Tennessee subject to regulator approval, ask both the graduate clinical coordinator and the Board before you commit.
How many students can one Massachusetts preceptor take?
For the programs its out-of-state page covers, the Board allows no more than two students per preceptor. ETSU publishes no cap of its own, though the Intent Form does ask whether your preceptor will be teaching other students alongside you; answer it fully and faculty will judge the setup.
Do Massachusetts NPs need physician oversight?
Only during their first two years, under AANP's summary: after that period with a qualifying supervising APRN or physician, or an exemption for equivalent experience, Massachusetts NPs have full practice. For your search, an NP preceptor may be newer and supervised or established and independent; ETSU's faculty approve either against your course.
