ETSU nursing from Arizona
Arizona gets two answers from East Tennessee State University (ETSU). According to the university's consumer information tables, Arizona's requirements are met by the MSN as well as by both DNPs (ETSU's own and the joint program), while the College of Nursing still lists Arizona as not yet determined. Arizona's board adds its own gate for APRN programs from other states, so confirm both points with the College and the Arizona State Board of Nursing.

Here the university side is the positive one: its June 2025 MSN and DNP tables and the July 2024 joint DNP page all say meets. The College pages, dated September 2025 and April 2026, still read not yet determined. ETSU names neither as controlling, so ask the College of Nursing which applies to your program and catalog year. Arizona's gate for out-of-state APRN programs
Arizona sets a clear gate here. Its Board of Nursing oversees prelicensure and APRN education wherever the school sits, and a Board advisory opinion (last revised in late 2020) makes approval a precondition: an APRN program based elsewhere applies to the Board, and no student of that program begins Arizona clinical work until the Board says yes.
The review is shorter for a track that its home-state board already approves, offered by a school that is nationally accredited and in good standing. After approval the program must keep tabs on who holds which license (its director, faculty, preceptors, students), log placements, and answer the Board's yearly survey or any audit. The opinion says nothing about RN to BSN. Ask the College whether your ETSU track has cleared Arizona's review, then read about ETSU's own step for clinicals outside Tennessee.
Who can precept you in Arizona
AANP counts Arizona as full practice, and the Board is specific about preceptors for programs from other states. An NP must pair a clean RN license, either Arizona's own or a multistate one, with Arizona APRN certification. A physician needs an Arizona medical license with no encumbrance. Both match the NP and MD examples on ETSU's Preceptor Intent Form.
Greater Phoenix is home to roughly 5.2 million Arizonans and greater Tucson to about 1.1 million; Prescott and Lake Havasu City are much smaller markets. NP students there hear often of Banner Health, Mayo Clinic's Arizona campus, HonorHealth, Phoenix Children's and Tucson's TMC Health. The list maps the market; it names no host for ETSU students, and any site would need an ETSU contract first.
Arizona's preceptor grant, and why it may be empty
State law (section 36-1806 of the Arizona Revised Statutes) set up grants for graduate-student preceptors who teach without pay, APRN students among them, with rural primary care first in line. State health officials run it, and statewide professional groups, the Arizona Nurses Association among them, hand out the money.
Budget records suggest the money is gone. Legislative budget staff show no appropriation in fiscal 2026 or 2027, and earlier balances were set to revert to the state's General Fund at the end of June 2026.
Your license for Arizona clinicals
The Board's opinion requires APRN students from programs elsewhere to train on a clean RN license from Arizona or a compact state. Arizona has honored Nurse Licensure Compact licenses since January 2018; a Tennessee multistate license therefore qualifies, and it also answers ETSU's MSN and DNP license rules. No APRN Compact law has passed in Arizona. ETSU's reporting duty for license problems is on the RN license rules.

Does ETSU's online FNP meet Arizona's licensure requirements?
One ETSU page says yes: the consumer information table for the MSN, dated June 2025. The other, the College's MSN program page from September 2025, still lists Arizona as undetermined. Ask the College which governs your enrollment, and check with the Arizona board as well.
What does an Arizona NP need to precept an ETSU student?
Two things under the Board's opinion for programs from other states: Arizona APRN certification, and a clean RN license that is either Arizona-issued or multistate. Put both numbers and their expiry dates on the Preceptor Intent Form, since the College verifies credentials before clinicals start.
Will my Tennessee multistate license cover ETSU clinicals in Phoenix?
It should, as long as nothing encumbers it; Arizona accepts compact licenses for APRN students from programs elsewhere. The license question is separate from the program's own Board approval, which the College can confirm for your track before your first shift.
Can an Arizona preceptor still get the state preceptor grant?
Probably not now. Legislative budget documents list no new money for fiscal 2026 or 2027, and leftover funds were due to lapse back to the state at the end of June 2026. If Arizona health officials announce fresh funding, preceptors of APRN students would again be among those eligible.
