For Iowa the university's findings say meets across the graduate programs (its MSN and DNP tables are from June 2025, the joint program's from July 2024), while the College's pages from September 2025 and April 2026 hold back a determination. ETSU never ranks one page over the other. Get the College's reading, in writing, for your program and catalog year, and read ETSU's licensure disclosures for context.
What Iowa asks of nursing schools based elsewhere
Iowa's board gives no approval to nursing programs based in other states, but its criteria page still hands nonresident schools a to-do list. Authorization to operate comes from a different office, the Bureau of Iowa College Aid. Beyond that, the school obeys Iowa law and its home rules together and supplies data whenever the Board requests it. Faculty and preceptors working with its students inside Iowa must each carry a current license, Iowa-issued or multistate.
Clinical contracts carry weight too. Each one must say who is responsible for what, leave faculty in charge of student learning, and state how the agreement is reviewed each year and how it ends. Your license: why Iowa's student exemption misses RNs
Chapter 152 of the Iowa Code excuses nursing students from licensure while they practice within their coursework, but only if they hold no nursing license at all; an RN, LPN or ARNP license from any U.S. jurisdiction removes the exemption. ETSU graduate students are already RNs, so it does not cover you. The Board wants post-licensure students in Iowa clinicals to hold a current Iowa or multistate license and to follow Iowa Code.
Compact licenses have been valid in Iowa since January 2018, so a current Tennessee multistate license works and fits ETSU's MSN and DNP rules. The APRN Compact has no Iowa law behind it yet. ETSU's encumbrance reporting is explained on the RN license rules.
Preceptors and places Iowa NP students look
AANP rates Iowa full practice. For Iowa-based ARNP programs, chapter 616 of the Board's rules wants the bulk of a student's preceptorship spent with an ARNP or physician who shares the student's role and population focus and is licensed where they practice, under written agreements that get a fresh review every year. That mirrors the patient-mix screen on ETSU's Intent Form. Iowa places preceptor approval jointly with the school and the facility; at ETSU, approval belongs to clinical faculty, with verification by the Office of Student Services.
Des Moines-West Des Moines is the largest metro, followed by Cedar Rapids, Davenport's share of the Quad Cities metro, and Iowa City. NP students tend to name UnityPoint Health, MercyOne, and University of Iowa Health Care in Iowa City. They show the landscape, not sites that take ETSU students, and each needs an ETSU contract first.

Does ETSU's online MSN meet Iowa's licensure requirements?
For the MSN, the university's consumer table (June 2025) marks Iowa meets, whereas the College's MSN page (September 2025) says not yet determined. Because the two differ, get the College's answer for your catalog year and check with the Iowa board before you enroll.
Do I need an Iowa license for ETSU clinicals in Iowa?
An Iowa license works, and so does a current multistate one. Iowa's student exemption applies only to students who hold no nursing license anywhere, so a licensed RN in an ETSU graduate program cannot rely on it. A Tennessee compact license in good standing satisfies Iowa's rule.
Does precepting an ETSU student help an Iowa nurse renew a license?
Yes. Iowa grants 6 contact hours of renewal credit to a nurse who precepts one student for at least 60 hours within an organized preceptorship, once the school documents it. ETSU's plan of study (check your catalog year) lists 120 hours for most NP practicum courses and 60 for health assessment, so a single course reaches the mark; ask course faculty for the record.
Can my Iowa preceptor be a physician?
Yes. Iowa's ARNP preceptorship rule names ARNPs and physicians in the same role and population focus, and doctors are among the sample credentials on the ETSU form. Your ETSU clinical faculty decide whether the practice's patient mix fits the course.
