Florida students in ETSU's online nursing programs
Florida is settled ground on paper: East Tennessee State University (ETSU) marks it as meeting requirements on every disclosure, and Florida's approval law targets prelicensure schools, not graduate programs from elsewhere. Effort goes into finding the preceptor, and Florida's TEACH money, which pays clinics for students of Florida-based programs, gives ETSU students no help there.

The College of Nursing includes Florida among the 25 states where its BSN and MSN meet requirements, its DNP page does the same, and each university table agrees. ETSU's advice to applicants beyond Tennessee still stands: ask your home board first, here the Florida Board of Nursing. Florida's place among all the states shows on ETSU's licensure disclosures.
What Florida regulates, and what it leaves alone
Read section 464.019 of the Florida Statutes and its target is clear: schools that want to teach prelicensure nursing inside Florida. The Florida Board of Nursing frames its approval work the same way. For a graduate, APRN or RN to BSN program based in another state, no Florida provision was found that calls for board approval, or for so much as a notice, before students begin clinicals in the state.
That leaves ETSU's own review as the main gate: each out-of-state placement hinges on whatever regulator approval applies and is decided individually after admission, and a contract between ETSU and the site must exist before your first day. Bring a Florida site to the graduate clinical coordinator as soon as it looks likely; the broader picture is on clinicals outside Tennessee.
Florida's light rules do not replace ETSU's case-by-case approval or the site contract.
Florida NP practice and where students look
AANP classes Florida as restricted. For a subset of Florida NPs, a physician protocol agreement is permanent, lasting as long as they practice, though exemptions may apply. Many NP preceptors you approach will work that way, and physicians can precept ETSU NP courses directly, since the Intent Form lists MD next to FNP and ANP.
Metro Miami, officially Miami-Fort Lauderdale-West Palm Beach, is home to roughly 6.4 million people. Tampa-St. Petersburg-Clearwater has roughly 3.4 million, Orlando-Kissimmee-Sanford nearly 3 million, and Jacksonville roughly 1.8 million. Systems that appear in NP students' searches range from UF Health and Baptist Health South Florida to BayCare Health System, HCA Florida Healthcare and AdventHealth, the last headquartered in Florida and operating in several states. They show where students look, not sites with any arrangement for ETSU.
TEACH funding: a Florida-only benefit
TEACH, short for Training, Education, and Clinicals in Health, sends money to facilities, not to preceptors, and only in years the legislature appropriates it; Florida's Agency for Health Care Administration runs it under section 409.91256. Eligible sites are safety-net settings such as FQHCs, rural health clinics, community mental health centers, CCBHCs and certain nonprofits in shortage areas, paid by the clinical hour for hosting nursing students and primary care APRN students.
ETSU students fall outside it on two counts: the preceptor has to hold a Florida license, and the student has to attend an accredited program based in Florida. Those sites can be reimbursed for hours with Florida-program students but not with you, one more reason to arrive with a complete, well-matched request. Lawmakers wrote a repeal date into the section: July 1, 2034.
Licensing for Florida clinicals
Florida's compact membership dates to January 19, 2018. Nurses whose primary residence is in any compact state can practice as RNs in Florida on that state's multistate license, and Floridians' multistate licenses reach Tennessee. ETSU wants MSN students to hold an unencumbered RN license in Tennessee or where they train, and DNP students one from Tennessee or a compact state; a Florida multistate license meets both. Is ETSU's online FNP an option if I live in Florida?
Both ETSU disclosures say yes for the MSN: the College's September 2025 page and the university's June 2025 table each mark Florida as meeting requirements. As ETSU requests, check with the Florida Board of Nursing before applying, and expect any Florida clinical placement to be reviewed individually after admission.
Does Florida require ETSU to get approval before I train there?
None was found. Florida's approval statute concerns schools running prelicensure programs inside Florida, and the board presents its approval function in those same terms. What you do need before starting is ETSU's case-by-case approval and a contract between ETSU and your site.
Can the clinic that hosts me claim Florida TEACH money?
Not for your hours. TEACH pays qualifying Florida facilities for students of accredited Florida-based programs, with Florida-licensed preceptors, so an ETSU rotation earns the site nothing under it. A site weighing your request will look at the fit between your course, the preceptor and its patients, which is why a thorough request helps.
Does ETSU's joint DNP meet Florida requirements?
Yes. Florida meets requirements for both the ETSU DNP and the ETSU-TTU joint DNP on the College's DNP page (April 2026), and the joint DNP's own consumer page (July 2024) says the same. The joint DNP FAQ describes placement as shared: students know their own area, and ETSU and TTU hold many existing site agreements.
